I think bad teachers exist because there dreams of a promising career got diminished somewhere. I'm sure it gets worse over time. With low pay, and no seniority for new teachers, good teachers abandon ship. Things pile on. Especially in poor schools, with students who don't care as much and materials scarce, moral becomes low.
